I'm not a fan of free hosts but if you want reliability it's probably best, in my opinion, to go with big brands. They got their 'big brand' through good services and reputation, if they want to maintain that reputation they have to keep a consistent, reliable service. So, I would say, go for either FreeWebs.com or 110mb.com
