Whats the best way to buy (or try to) a registered domain?

Say I come across whatevernameinterestsme.com
maybe I even own whatevernameinterestsme.net

I notice it's just a parked page that used to be a developed site.
It stays as a parked page for a few months...

Whats the best approach at trying to buy that domain?

Domain Broker?
Owner email from whois search?

Or some other way?

I would probably email the domain owner. Many people selling their domains might have a domain broker deal with you anyway. But if you do get the chance to directly negotiate with the domain owner, you might get your domain for a cheaper price, depending on your negotiation skills. Domain brokers are experts at what they do...probably the type who are capable of selling sand in the desert. IMHO. ;)
